Climate change remains among the top threats in 2023, in part because of the war in Ukraine. The Organization for Economic Cooperation and Development has identified 5 global threats in 2023, including climate change. These threats are partly caused by Russia's attack on Ukraine, according to the Ministry of Environment.

For example, the war is deepening the climate crisis, causing significant emissions of carbon dioxide and other greenhouse gases into the atmosphere. According to the latest estimates by the Ministry of Environment and international experts, at least 33 million tons of CO2eq (carbon dioxide) emissions were recorded as a result of the war.

In particular, these emissions include: - from hostilities - about 8.9 million tons of CO2eq; - from the movement of internally displaced persons - about 1 million tons of CO2eq; - over 23.4 million tons of CO2eq from fires. Potential indirect greenhouse gas emissions due to the need for post-war recovery and reconstruction are estimated at about 48.7 million tons of CO2eq.
