Association of Towns awarded the Europe Prize
Since gaining the status of the Town awarded the Europe Prize, Ivano-Frankivsk has become a full member of the Association of the Towns awarded the Europe Prize and annually participates in all meetings of the General Assembly of the Association. The Association was created to establish closer links between the cities that won the Europe Prize, to facilitate the exchange of information, to improve the organization, means and methods of interaction between the cities that have won the Europe Prize.
The Association of Towns awarded the Europe Prize (hereinafter referred to as the "Association") is an international non-governmental organization established under the auspices of the Council of Europe; it is a voluntary organization of all cities that have won the Europe Prize, which is the highest award that can be given to a European city for its actions in the European space and the municipalities of the winners to actively promote the European ideal.
The Association has its logo, which is approved by the Presidium of the Association.
The Association has its electronic resource, which is intended for official coverage of the Association, publication of documents of the General Meeting and the Presidium of the Association and other materials.
The purpose of the Association is to achieve greater unity among its members by exchanging information and discussing topics of common interest, especially in the following areas:
- partnership;
- interaction between public institutions and private organizations, as well as organizations with mixed ownership, especially in the field of culture;
- European events;
- promoting the idea of solidarity in Europe and mutual understanding between peoples; study and participation in the exchange of knowledge and experience in the fields of cultural and social development of the members of the Association;
- Demonstration of an initiative to involve municipalities in active cooperation.
Europe Prize winners automatically become members of the Association.
Members of the Association have the right to be represented at meetings, conferences, courses, seminars and other events held by the Association. Members of the Association should make efforts to share their knowledge and experience within the Association.
THE ORGANIZATIONAL STRUCTURE
Management of the Association: a) General Meeting; b) the President and the Vice-President; c) The Presidium.
At the meetings of the General Meeting and the Presidium, the minutes must be kept in its working languages and signed by the President.
The decision of the General Meeting and the Presidium shall be made by a simple majority of the members present at the meeting. Decisions should be passed on as recommendations to the mayors of the member cities and, if necessary, to related organizations.
The General Meeting and the Presidium may decide to establish advisory or technical committees to support the work of the Association.
The General Meeting and the Presidium may invite experts to meetings to discuss specific issues. The General Meeting and the Bureau may also allow representatives of advisory or technical committees to attend meetings as observers.
The working languages of the Association are English, French and a language known to at least four Europe Prize-winning cities. Translation and/or interpretation into other languages may be provided by the delegation that uses them.
Documents related to the agenda must be drawn up in the working languages of the Association and sent to all members of the Association together with invitations to the meeting.
The document management should make the city presidency in the Association.
In order to optimize its activities, the Association may open Representative Offices in the member cities of the Association. The appendix for the introductory part (closing) of the Representation of the city should make the city a member, where it will be opened (closed). The decision to open a City Representation is made by a relative majority of the General Meeting.
The Representation must carry out its activities in the interests of the Association and in relation to the nature of the laws of the country in whose territory this office operates.
Only one Representative Office of the Association can be established in the country.
COOPERATION
Principles of Cooperation of the Association should cooperate following these articles with international organizations, with intergovernmental organizations specializing in tasks within a common framework. The Association may take measures to allow representatives of intergovernmental organizations to participate in its meetings without a vote. The Association may, if it deems it desirable, consult with public legal entities, as well as with individuals and legal entities within the law. In the territory of each of its members, the Association must satisfy the necessary privileges to achieve its goals. Participants of the General Meeting, members of the Presidium, the President and the Vice-President of the Association shall enjoy such privileges and immunities as are provided, in the case of independent performance of their functions, in relation to the Association.
