At its meeting on February 3, the Verkhovna Rada of Ukraine adopted in the second reading the draft law No. 3755 on amendments to the Code of Ukraine on Administrative Offenses to strengthen liability for violation of legislation in the field of protection of natural ecosystems from fires. In particular, it is proposed to increase administrative liability for violation of fire safety rules.
Currently, the amount of sanctions remains extremely low compared to the damage caused. Currently, Ukraine lacks proper state control and effective levers of influence over offenders who actually create the conditions for fires: burning stubble, meadows, pastures, areas with steppe, wetland and other natural vegetation, leaving vegetation or its remains and fallen leaves in the right-of-way of roads and railways, on the territory of green spaces and lawns in settlements, etc. Therefore, the purpose of the draft law is to:
- strengthening environmental protection;
- preventing fires in natural ecosystems;
- improving the efficiency of management and control in this area;
- strengthening administrative liability for violations of fire safety rules.
