#DAPHNE European Experience in Developing a Sustainable Healthcare System

As part of the “DAPHNE – Decarbonizing Healthcare in the EU Regions” project, implemented under the Interreg Europe Programme, the Ivano-Frankivsk team took part in study visit to Iași, Romania.

Two days of meetings and study visits focused on exchanging experience, exploring good practices from Romania’s North-East Region, and learning about healthcare investments implemented with the support of various regional policy instruments.

The first part of the programme focused on good practices and major healthcare investment projects, with presentations from three medical institutions in the region: the Regional Hospital in Iași, the “Prof. Dr. Eduard Apetrei” Hospital in Buhuşi, and the Clinical Municipal Emergency Hospital of Moinești.

Particular attention was given to the Regional Hospital in Iași, which will have 850 beds, 20 operating theatres and modern medical equipment. Construction is scheduled for completion in 2029.

During the study visit, participants had the opportunity to visit healthcare facilities, explore their infrastructure, and learn first-hand about their approaches to healthcare delivery. They visited the Clinical Rehabilitation Hospital in Iași and the “Saint Mary” Clinical Emergency Hospital for Children - Iasi, exploring their infrastructure and approaches to healthcare delivery.

This format made it possible to combine presentations of large-scale investment projects with first-hand learning from healthcare facilities, including the organisation of specialised care and the development of healthcare infrastructure at regional level.

These practices also provide an important basis for the work carried out within DAPHNE, as the project aims to improve regional approaches to the decarbonization of healthcare and promote solutions that can contribute to the sustainable development of the sector.

The second day was dedicated to the work of the project partners. Participants discussed the planning and progress of pilot activities, the current state of implementation of policy changes, and the next steps within the project.

The visit to Iași provided an opportunity not only to explore practical examples of healthcare system development, but also to exchange experience with European partners, discuss common challenges, and identify new approaches to the sustainable development of regions.
