#HealthCities Partnerships Driving Innovation in Healthcare and Biomedicine

2026.01.26

As part of the project “Health and Life sciences industries’ growth through cities alliances (Health Cities)”, implemented within the Interreg Europe program, we continue to present European good practices that demonstrate how cities can systematically build innovation ecosystems based on partnership and a shared strategic vision. One such practice is the Barcelona Innovation Valley Alliance (BIVA).

BIVA is a long-term strategic alliance established to coordinate the development of innovation potential in the Barcelona metropolitan area. It brings together municipalities, universities, research institutions, businesses, clusters and innovation organisations with the aim of aligning policies, investments and initiatives in the field of innovation. This approach enables the creation of a coherent ecosystem in which ideas, knowledge, talent and entrepreneurial initiatives reinforce one another rather than developing in isolation.

A particular focus of BIVA is placed on supporting knowledge-intensive sectors, especially healthcare and biomedical sciences. The alliance facilitates effective knowledge transfer between research and business, supports the development of start-ups, attracts investment and helps scale innovative solutions - all of which are essential for strengthening regional competitiveness and innovation capacity.

This good practice demonstrates how cross-sectoral cooperation and coordinated action among multiple stakeholders can move cities from fragmented initiatives towards a systemic innovation policy. The experience of BIVA is a valuable reference for cities and regions seeking to develop their own innovation ecosystems and integrate them into the European cooperation landscape, fully in line with the objectives of the Health Cities project.
