#REBTES Business transfer as the basis for economic stability

2026.01.22

As part of the project "Developing Regional SME Business Transfer Ecosystems (REBTES)" implemented within the Interreg Europe programme, we present European good practices aimed at strengthening local economies and supporting entrepreneurship. One such practice is the National Business Transfer Barometer.

This initiative is a national strategic analytical tool that systematically assesses the state of business transfer - the process by which companies are transferred from one owner to another, often due to retirement, succession or generational change. Based on regular data collection and analysis, the practice helps public authorities, regions and cities better understand real challenges, risks and opportunities related to business transfers.

The National Business Transfer Barometer plays a key role in preserving viable companies, jobs and entrepreneurial know-how. It enables evidence-based policymaking for small and medium-sized enterprises, helps prevent unnecessary business closures and ensures continuity of economic activity at both local and national levels.

For cities and regions, this experience is particularly valuable as it demonstrates how data and analytics can serve as a foundation for effective policy decisions in entrepreneurship development, innovation and long-term economic resilience. This approach is also highly relevant for the healthcare and biomedical sectors, where business continuity and knowledge transfer are essential.
