#REBTES SME Resilience through Business Transfer

2026.01.27

As part of the project "Developing Regional SME Business Transfer Ecosystems (REBTES)" implemented within the Interreg Europe programme, we continue to present European good practices aimed at supporting SMEs and strengthening resilient regional economies. One such practice is the Business Transfer Barometer (Croatia).

The Business Transfer Barometer in Croatia is an analytical tool designed to systematically assess the state and readiness of businesses for transfer and succession. It is based on regular data collection and analysis related to business owners, economic sectors, potential risks of business closure and support needs during the transfer process. This approach enables public authorities and business support institutions to respond proactively and to design evidence-based policies and support measures.є

The implementation of this barometer plays a key role in preserving viable companies, jobs and entrepreneurial know-how. By relying on data and analysis, regions can prevent the closure of healthy SMEs and ensure continuity of economic activity, which is one of the core objectives of the REBTES project.

The Croatian experience demonstrates how a systematic, data-driven approach can serve as a foundation for building effective regional business transfer ecosystems. This good practice is particularly valuable for regions seeking to strengthen support for entrepreneurs and ensure long-term economic resilience.
