#SWEM Snow depots and filtration: the Scandinavian way

2026.03.11

As part of the information and awareness campaign for the Sustainable Weather Emergency Management (SWEM) project, within the Interreg NEXT Romania-Ukraine 2021-2027 program, we are learning about practices that have proven effective in countries with harsh winters.

Scandinavia has had a system of snow depots for many years — special places where snow collected from the streets is brought. These sites function not only as storage areas, but also as ecological complexes where meltwater is purified before being released into the environment. Traditionally, snow melts slowly, and it is this natural feature that allows filters to be installed that gradually trap heavy particles, sand residues, reagents, and other pollutants. Scandinavian countries pay special attention to this, as keeping lakes and rivers clean is part of their state policy. In some cities, such depots are even equipped with monitoring systems that allow real-time tracking of meltwater quality.

Thanks to this approach, snow is no longer seen as a problem, but as a resource that can be returned to the natural cycle without harming the environment. This makes winter maintenance in cities more environmentally responsible and sustainable in the long term.
