#SWEM How are European cities preparing for extreme weather?

2026.05.21

As part of the information and awareness-raising campaign for the “Sustainable Weather Emergency Management (SWEM)” project, implemented under the Interreg NEXT Romania–Ukraine Programme 2021–2027, we continue to highlight practices that help communities respond more effectively to weather-related challenges and enhance their resilience.

Climate change is leading to increasingly frequent heavy downpours, floods, storms, heatwaves and other types of extreme weather. That is why cities throughout Europe are investing in modern solutions that help not only to respond quickly to emergencies but also to prevent their consequences.

Among the most important areas of work are:
- Early warning systems – promptly informing the public via mobile apps, SMS messages and other digital services.
- Adapting urban spaces – increasing the number of green spaces, creating rain gardens, installing rainwater-permeable surfaces and modernising drainage systems.
- Strengthening the preparedness of emergency services – conducting drills, joint exercises and upgrading equipment to ensure a rapid response to emergencies.
- Raising public awareness – information campaigns, educational events and practical guidance on what to do during hazardous weather events.
- Exchange of experience between countries and communities – international partnerships enable the implementation of successful practices and effective solutions that have been tried and tested in various regions of Europe.

Every city can become better prepared for climate-related challenges. It is the combination of modern technologies, effective planning, infrastructure development and active resident participation that lays the foundations for a safe and sustainable future.
